There is a paragraph below that says that PKG_SYSCONFDIR is created
automatically. That needs some clarification though. I've added an
explicit note about this issue though.

Just to make this clear: the problem is not the hierachy under ${EGDIR},
but the one under PKG_SYSCONFDIR.
