make replace and user-destdir

It seems that with USE_DESTDIR=full make replace is broken.  It left
root-owned bits in work that make package-install expected to write as
non-root, and left no package installed.  This is a serious bug, and I
suspect one that is causing large numbers of pkgsrc users not to enable
destdir support.

Is there an open PR for this already?
