there are plenty of non-VESA video cards in existance, but I don't think
the hardware they run on would support modern NetBSD very well.

we're talking 80486 @ <=100MHz with 16MB RAM and an ISA Tseng ET4000AX.

I believe vga is only for original VGA modes, so 320x200@8bpp,
640x480@4bpp.  the above system would be better off with
xf86-video-tseng.

could I concoct such a system?  sure.  would I complain that NetBSD-5
didn't support it?  it doesn't seem worth the effort.
