It will connect the ftp server to find the dependency. There have been
problems with the connection limit on ftp.netbsd.org. There have also
been issues with FTP servers not supporting commands if there is a data
transfer already active (even without error). Both are supposed to be
fixed. So first of all, please make sure that you have built pkg_install
from a recent tree.

If you still see issues, please provide a tcpdump trace.
