pbulk failing

Hello,

I'm trying to do limited bulk builds in a (pkg_comp, if that matters)
chroot. AFAICT, I exactly followed the instructions for NetBSD in
pkgsrc/doc/HOWTO-pbulk; however, for even a minimal "limited_list",
I get the following error during install phase:

It is not quite clear to me how to fix this... Can somebody give
me advise?
