bulk build and USE_BUILTIN.iconv

Hi list,

I run some PHP websites that needs converters/php-iconv to be compiled 
using converters/libiconv. I used to achieve this by setting 
`USE_BUILTIN.iconv= no' in /etc/mk.conf.
Actually, that works perfecly when I create the package using make(1) from 
the command line, but when running a bulk build, i get the following for 
every package that depends on iconv:

===> Creating toolchain wrappers for gd-2.0.35nb8
ERROR: libiconv>=1.9.1 is not installed; can't buildlink files.
*** Error code 1
