I can see the point of not failing the package for the set of people who
have an ancient distfile.  But it seems that when the distfile is not
present, as it will be for all new users, the package build should fail
quickly and clearly, not trying to fetch from the known-broken
MASTER_SITE, and not trying to fetch from mirrors that we know aren't
permitted to host a copy.
