Removal of doc/HACKS

  Hello,

I propose to remove doc/HACKS since they are obsolete and not maintained.
Last meaningful change (addition) to it happened in 2005, the file documents
hacks related to now unused GCC 2.95 and most probably obsolete versions
of software. We handle these kinds of problems differently these days anyway.

I'm going to remove doc/HACKS before freeze unless someone presents
strong reason to keep it longer.
