I think the idea is that packages needing a traditional cpp work with
gcc, but not with many other compilers including clang.
When using tradcpp, it will work with all compilers, still including
gcc.
So it improves the general situation, and there is not particular
reason to restrict it to some compilers.
At least that's how I understood it.
