I will never commit this during freeze.
The long variable name is the result of my poor English.

USE_TOOLS+=xgettext>=0.18.3 is best, but it is hard to implement for me.
XGETTEXT_REQD=0.18.3 is the best method for me.

How about XGETTEXT_REQD?
