suitable shells for bootstrapping pkgsrc

I am trying to install pkgsrc on a system the provides the following shells: bash, dash, and tcsh.  The pkgsrc bootstrap script reports that none are BSD-compatible and therefore quits.  What shells are suitable?  Any suggestions on how to proceed?
