No, that's not correct for pkgsrc.

/usr/pkgsrc/lang> grep pc lua*/PLIST
lua51/PLIST:lib/pkgconfig/lua-5.1.pc

lua53/PLIST:lib/pkgconfig/lua-5.3.pc
