pkgconfig doesn't know how to install over pkgconfig:

===> su-real-package-install [pkgconf-0.9.12.20151211nb2 libidn-1.32] ===>Installing binary package of pkgconf-0.9.12.20151211nb2pkg_add: Package `pkgconf-0.9.12.20151211nb2' conflicts with`pkg-config-[0-9]*', and `pkg-config-0.28' is installed.

pkg_add: 1 package addition failed
