Retirement of Ruby 1.8.7

I sent the same subject's e-mail 2 years ago.  :)
Currently, Ruby 1.8 is required by these packages (with MAINTAINER).
(A few packages are droped from list.)

*1 misc/rubygems exists only for ruby18 since other release have
   buitin rubygems.
