techproc/icu can't install

Just wondering if there's something in my environment preventing
textproc/icu from installing :

/usr/bin/install -c -o root -g wheel -m 644 config/icu-config.1 /opt/pkgbin/bpackages/textproc/icu/work/.destdir/usr/pkg/man/man1

Stop.
make[2]: stopped in /usr/pkgsrc/textproc/icu

There is nothing in /usr/pkg/lib
I can build the icu package binary and install icu inside of a
  pkg_comp1 sandbox
I can install it inside the sandbox from the package binary
I can build the icu package binary outside of the sandbox
I can't install it outside of the sandbox

The only packages installed outside of the sandbox are:

digest-20160304     Message digest wrapper utility
gmake-4.1nb3        GNU version of 'make' utility
cwrappers-20170611  pkgsrc compiler wrappers

How is icu-59.1 PLIST conflicting with lib/icu/current ?
