Didn't change anything. This was a general problem with a bunch of
binary packages, including ones that I had previously installed
outside of the sandbox.

I then deleted all packages and /var/db/pkg*, which didn't change
anything and then deleted /usr/pkg which finally allowed me to
install binary packages again.

So it appears something was wrong with /usr/pkg that didn't involve
/usr/pkg/lib or /var/db/pkg*.
