Martin has confirmed that he has "liftoff" for the rust 1.49.0
build if he's using the bootstrap kit from rust 1.49 instead of
1.48.  The 1.49 bootstrap kit has reduced external dynamic
dependencies, in that it's built with

PKG_SUGGESTED_OPTIONS+= rust-cargo-static

ref. options.mk.
