What I meant is that it's ok to depend on something that is Free Software without patent issues (and hence has no RESTRICTED/NO_*_ON_*), and it's not ok to depend (by default) on something that has license/distribution issues. I'm really unclear where MP3 is these days (across most jurisdictions).
