This change didn't break the dependency cycle; my newly started
9.0 bulk build just failed with

Building...
Cyclic dependency for package:
cwrappers-20220403
pkg_install-20211115
cwrappers-20220403

with the cwrappers change applied.  I've now applied my own
suggestion above and re-running the attempt.
