This is only for the php56 version which was EOL over 5 years ago.  I 
took a quick look at it but it's not clear how the configure script is 
getting generated incorrectly with that version whilst being ok with 
newer php versions, though the php56 version has a significant number of 
autoconf warnings that the others don't have

I'd be tempted to just slap it with PHP_VERSIONS_INCOMPATIBLE.

I've committed a fix that I think will help, I'm unable to test right 
now but at least it can't make things worse.
