I built the world again, from a fresh tree, and it turns out
that the propagation of the makeflags works OK.
I must have messed up something in the tree yesterday.

The making of linksinstall before filesinstall is still
an issue.
(as I said, toggling the 2 .includes in bsd.prog.mk helped)
