extsrc - standard way for locally managed reach-overs

This provides a standard way to add locally managed reach-overs (== externally
added programs / libraries == "extsrc").  Sources and reach-overs are put in
/usr/extsrc and ${NETBSDSRCDIR}/extsrc/external/... analogue to what X11/Xorg
does.  Files are installed in ${DESTDIR}/usr/ext.
