I think the usual way of handling this sort of thing is with subshells,
and I prefer that solution to anything involving "make -B"  or "cd ..".
Like this:

install:
        ( cd cc && ${MAKE} install )
        ( cd cpp && ${MAKE} install )
        ( cd ccom && ${MAKE} install )
