Building tools still fails on FreeBSD

Hei,

I am trying to build NetBSD-current on FreeBSD 11-STABLE (amd64) but
it breaks with the error described in PR 51118.

The patch in the PR seems to fix the issue. Is there a technical
reason why it hasn't been commited?
