I have Kali Linux (Debian workalike) on a laptop with GCC 13 and GCC
14. The laptop has libc6 version 2.38-13. I can reproduce your success
when using GCC 13 and your failure when using GCC 14. 

The GNU people really haven't read the specs properly. 

I'll have a deeper look into what is happening tomorrow.
