That's an irrational fear. Make will run in single user mode just
as sh runs in single user mode. Indeed, better:

# ls -l static/make
-rwx------  1 root  src  110592 Dec  4 12:28 make
# ls -l /bin/sh
-r-xr-xr-x  1 root  wheel  331776 Jul 31 23:47 /bin/sh
