i think that 32 should be sufficient.  i've only run out of ttys
twice: once before i knew what they were, and then once again after
someone stupid figured out how to log out of a machine but leave
something running that kept the tty allocated (they weren't in who or
w, but the tty was gone, so fewer and fewer people could log in).
