If you create a repository with `cvs init' with the new cvs binary,
the CVSROOT/config file has contains the following lines:

# Set this to the name of a local tag to use in addition to Id
#tag=OurTag

I think an option for cvs init would be overkill.
Just checkout CVSROOT, modify CVSROOT/config, and check it back in.
