Discussions about this kind of thing can be endless. Valid pros and
cons can be brought up for a large number of things currently in basesrc.
Your concerns are valid, however:

In august, Core was pinged about cvs in basesrc (there had been
previous discussion on mailing lists, but, as is not unusual,
nothing came out of it). We decided that it should be in basesrc,
and Christos imported it sometime later. The reasons have been mentioned:
it is an essential tool for NetBSD, and nowadays a way to get NetBSD
sources.

We currently see no reason to revert this decision. This all changes
should we ever switch to a system distributed in smaller, pkgized
chunks (and this is the plan). But, until then, cvs shall stay in
basesrc. Yes, arguments can be made either way, but the decision
has been made.
