PostgreSQL is thinking of using gettext and friends for its messages, and as
it uses a BSD style license it cannot ship the GNU version, so naturally
libintl out of NetBSD/Citrus seems like the obvious choice. msgfmt in NetBSD
is still the GNU one, but there is this note:

revision 1.1
date: 2000/11/02 01:09:01;  author: itojun;  state: Exp;
build framework for GNU gettext.  will be overridden whenever
Todd's BSD licensed gettext implementation comes in.

Any news of the BSD licensed gettext implementation?

In the meantime Peter Eisentraut knocked up a perl version of msgfmt
cf http://www.postgresql.org/~petere/gettext.html
