Mm, "ISO-8859-1"?
I think it should be "ISO8859-1", because "ISO8859-1" is the value
that our nl_langinfo(CODESET) returns.

I'm not sure.
If compatibility is needed, we can hardcode compat stuff in wsconscfg.c.
