Not really very.  You want to move sshd to /rescue - or at least link
it static - too?  Otherwise, you may well not have a shell to run
/rescue/su from.

It seems silly to me to try to make /rescue sufficient to put a damaged
system back together under all circumstances.  IMO (for what that's
worth) making it sufficient for a single-user boot is the correct place
to stop.
