Ahh yes, I remember this thread now.  A very very well drawn out one back 
when rc.d/ was new.

It might not be a bad idea to review the finer points of this discussion 
in the docs.  Somewhere around section 12.3 seems appropriate. 
Specifically:

* if /usr is not autonomous from / at rc(8) start time, add
   $PKG_RCD_SCRIPTS to $rc_rcorder_flags
* otherwise declare PKG_RCD_SCRIPTS to /etc/rc.d

...come to think of it, the FreeBSD route is really a passive choice.

- Installing pkgsrc files into /etc/rc.d leaves bitrot, crud
- /usr/local/etc is almost never part of /
