Yes, the solution of that thread was, that some XFree 4.x drivers got fixed.
So for most cards the problem is gone now. But: the NVIDIA (nv) module still
has that problem. I can assure you that it is present in our current xsrc
tree.

(And the nvidia module does the necessary calls to restore the palette 
registers on exit, something else must be going on here.)
