what's the point of having a religion if you don't spread it around?
go into more depth about the Right Way(TM) to handle PRs.  Strangely,
this Right Way is much more consistent with the previously-documented
(by somebody else! 8-) PR states than the previous Right Way of handling
PRs documented here was...
