Log Message:
A quickie script to turn docs/3DPARTY into an HTML document describing
third party packages distributed with NetBSD.  Two issues:

	1.) This could use more error handling, though it does some

	2.) This is implemented in TCL, which may be an issue.

3DPARTY doesn't change often enough to justify cron'ing this like changes2html,
so I guess it should be run from time to time and the result committed (I'll put
the current output under htdocs/developers/3dparty in a second, and update it as
needed).
