Add sh3
Switch hpcmips to NetBSD 1.5 and add a comment explaining version logic
Fix modified time checking bug introduced in last set of pkg-CHANGES
updates.
Ensure links between changes-$ver.html files are present even if some do
not need to be regenerated.
