Log Message:
Copy NetBSD-banner images to NetBSD-flag.  References in htdocs will be
updated shortly.

This is mostly due to the fact that people using filtering proxies aren't
usually going to get something called anything-_banner.gif_.  The few I tested
with all were just breaking the reference.
