change is a'comin.

we will:

 a) have sane navigation
 b) have a sane organizational scheme
 c) look a bit 'classier' (ok, well this /is/ subjective, I suppose -- there
    really aren't many changes.. deprecating the 'flags' (i'm not the only
    one sick of 'em) in favor of something different.. and a couple other
    tweaks)
 d) make things easier to maintain (for www@, translation projects, and
    everybody else that feels like touching this godforsaken module ;)
 e) look better in more browsers
 f) other stuff

gimme _POSITIVE_ comments... cos while I have wanted to do this for a long
time, I do want second opinions.. I just don't want grief... I have enough
without NetBSD.
