Log Message:
Update main Makefile to recurse into releng/ using Makefile.inc. For this
to be effective, you need to define NEW_HTDOCS to YES, to provide some kind
of progressive conversion to the new documentation style.

Add a Makefile in releng/ to handle the documents moved there.
