Log Message:
Add in a bunch of missing developers;  this file should contain all
active developers, no matter if they have a "higher role" such as
port-master or core or ...

Add <group> attributes to various people, based on current mailing list
subscriptions and other information.  This information will be used to
automatically update the <area> section in the generated developers.html,
as well as to maintain other pages.  Groups include:
	admins, board, core, pkgsrc, releng, security-alert,
	security-officer, www

Add <portmaster> attributes to the appropriate people.

Separate out non-developers into separate supporting-cast.xml (the
latter is not yet generated or linked)
