Log Message:
- Remove support for the very old GNATS index format.
- Move category descriptions from the bottom of the page to the class table.
- Link to the "Top 10 oldest" table in the table summary.
- Link to the performance statistics page.
- Use the new NetBSD logo.
- Don't special case the pending and test categories. GNATS is now behind
  a sanity checking filter, so there won't be all that spam in pending.
  XXX GNATS marks everything in pending as confidential, so this doesn't
  actually change much right now.
