This is usually a symptom of htdocs/autolayout.xml being corrupted.
That file is created automatically from htdocs/layout.xml. Try to
remove htdocs/autolayout.xml and run 'cd htdocs; make ./autolayout.xml'.
See if this command succeeds or gives an error. If it doesn't give an
error, then you should be able to regenerate the developers.html file.
