Log Message:
Note a possible gotcha when using netbsd-www -- namely that any
LOCALBASE and PKG_SYSCONFBASE settings should be defined in /etc/mk.conf
*unprotected* by BSD_PKG_MK.  This fixes problems with not finding the
XML catalog files when regenerating the pages for the site.
