Thanks for starting the draft!

I'll move these files into htdocs/Releases/formal-3/, however.  Since we
changed our naming scheme, this makes more sense.  At the moment we have
2.x release information in a directory named 'formal-2.0', which is a
bit confusing, so let's not repeat that mistake.
