Log Message:
Change AFTERMOUNT to BEFORENET, because pf needs to be available before
the network is started (problem noticed by matthew sporleder on
-current-users).  Add a hint about $critical_filesystems_local when /usr
is not the root partition (pointed out by Dheeraj Reddy).
