Most probably because people did not know that fact, just like yourself.

As far as I can see, you refer to Changes/index.*,  Releases/index.*
and the Security/ tree. Phew, someone has worked really hard to update
all those hyperlinks.

I would suggest to keep using ftp: for _new_ links and will try to
determine how long this "experimental" http service is supposed to be
available.
