Heavily cleaned up this page:

- Removed old news items, since they do not end up the HTML page anyway.

- Rewrote the description for binary bootstrap kits. They are now
  provided along the binary packages and not in a separate directory.

- Adjusted to the new directory layout on ftp.NetBSD.org.
