Add "name" and "slogan" IDs to avoid using h1/h2 anchors in the template.
This confuses wiki.

Part of a solution to fix a templating bug reported by Julio privately.

XXX I am adding the ID to make them backwards compatible with the current
layout. Once all pages are updated I will remove the h1 and h2 types from
the CSS.
