Log Message:
Update best practice for syncing.

Use new tags for each merge instead of moving tags, especially the -base tag.
Improve introduction.
Describe different merge tag conventions (-baseN , -base-YYYYMMDD).
Explain that the -base tag will not be moved.
Remove items for moving or deleting the merge tags.
Add a changelog (maybe this could be redone or removed?)

Per personal experience with branch releng, and discussion with
various people including Matt Green.
